The Crossings of Anacortes is an 18-home community of PNW contemporary cottages.
The urban-planning foundation for the development was laid when, in 2019, the City of Anacortes adopted a new provision in the municipal code for "Cottage Housing," defined as "A small single-family dwelling that is clustered with other similar units sharing a common open space."
The city planners' idea was to promote efficient use of residential land by encouraging high-quality infill development of smaller (max. 1,200 square-foot) homes clustered in parklike settings featuring meandering paths and drought-tolerant landscaping.
Envisioning such a neighborhood, Nels Strandberg, owner of Strandberg Construction, purchased a five-acre, bramble-filled parcel east of the Anacortes Airport that was shoehorned between Anacopper Mine Rd. and four existing HOAs. Ground was broken in 2022, and by mid-2026 construction of The Crossings was complete.
According to the association's Articles of Incorporation, the HOA's purpose is "to foster and maintain acquaintanceship and friendship among the members of said corporation and to maintain the common areas within the Plat of The Crossings in Anacortes, Washington."
In addition, the HOA is responsible for all aspects of administering the association, including:
managing its finances
communicating with homeowners and providing them with access to board meetings, minutes, agendas, governing documents
maintaining required insurance
enforcing governing documents
working with contractors, vendors, and professional advisers as needed.
During the summer of 2026, the Crossings made the transition from developer governance to homeowner governance.
What does homeowner governance mean?
This transition means more than simply a change in who serves on the HOA board. It has meant building the systems and relationships needed to operate the association independently—from legal and financial oversight to meetings, records, communications, property maintenance, and vendor relationships.
Because there is no formal playbook for making this transition, the new board members have been learning as they go, with some initial assistance from the developer's staff. We are continuing to put the pieces in place so that The Crossings has a well-organized, transparent, and sustainable HOA that can be managed by homeowners for years to come.
